So the people must susceptible to HIV/AIDS (a terribly fatal, and currently incurable, disease) are not allowed to donate blood (which would spread the disease exponentially to other hosts) within a time period after sex with another partner for which they can then be tested several months afterwards to accurately determine whether or not they have said virus in their blood.
