I think it's best to try to raise awareness of the issues to educate the populate and possibly create a culture change where parents choose not to get their boys circumcised instead of legislating a ban (which could also open up a black market where circumcisions go terribly wrong much more often). Same should go for rape. We should have special centres around the country were men can drag women and rape them in a safe space with impunity.
