For example if 2 13 year olds have sex, both break the law, but because they both are younger than 14 they can not be charged. A parent or guardian needs to complain about it and than a court needs to decide that there are circumstances that prove that the younger partner was taken advantage of and did not have a state of mental development that indicates that they could consent to the relationship. There are some stipulations to it and to be completely in the clear both partners should be 16. Age of Consent in Germany for example is 14, so nothing illegal happened according to German law and most European countries have lower age limits in that regard.
