IMO it's a cultural movement but not much of any other kind of movement right now. There are a lot of overlapping problems that cause this, but there's always been the issue that 1% of people want to do the actual heavy lifting and are overwhelmed by it while 99% of people just end up posting opinions on social media and call that activism.
