You forget that Africans are inherently distrusting of Western NGO's, medical groups, etc. as they tend to take advantage of the lax laws in countries like Uganda and nearby Kenya. Urban legends and conspiracy theories are spread, and the notion that Western information is lies and tricks designed to thin out the black man's presence in order for a second European colonization initiative is incredibly common.
