But with Japan - it might be relatively good thing, sort of official identification of a problem, attracting attention, official effort and a possibility of a societal metamorphosis, reorganisation of public mentality. While most western and westernised countries will be lulled into false security of stable population, while change happens on its own with whatever good or bad it will bring.

Calling it "inherently wrong" supposes that we know better how it exactly should be in Japanese society, and that depopulation trend is bad in every respect. Extinction of a country so well culturally established is hardly possible, due to their national particularities and drawing a very distinct line between Japanese and Other countries and cultures. Some countries in europe have even worse fertility rates, but are being balanced by insane amounts of immigrants and their reproduction rate, which does not occur in Japan so much. Plus, they can only blame themselves and how their society is constructed - increased male interest in other activities, rather than sex, is probably not the actual cause, but an effect of a larger societal and cultural changes.
