There's no magical time when it's appropriate to get on gear. Lots of old school guys will tell you to reach your genetic maximum first, but there's really no reason for that. That's a cycle dose. I gain a lot of muscle on a dose like that. When I cruise, which is the same thing as TRT, I drop it to 150mgs a week. That puts me just above natty test levels at 1005 ng/dl.
