There's an academic paper that explains Buffetts outperformance and finds that mostly it has been his stock picks in the public markets(the authors identify "safe", "high quality" and "not overpriced" as the most significant factors) combined with leverage through his insurance businesses that enabled Berkshire to become so large. Buffett still does well compared to other actively managed funds which is sometimes underappreciated when you compare him to the tech heavy indices.
