Ignoring whether it's true or not that only male dummies are used - From a physics point of view, the bigger the body the more likelihood of injury. It's the old f=ma equation. If the acceleration is the same, then the higher mass object imparts or receives more force on impact. I'm a male currently doing teaching placement as part of my B of Ed and even as a student teacher I have to stop myself from treating failing girls like they went above and beyond for trying, and from telling complaining boys to suck it up. Bars, clubs, etc are considered a public space. I think it stems from laws against segregation. The reasoning goes that if the majority starts making spaces where a certain minority group isn't allowed, it can lead to alienation and increased prejudice towards that minority. Which is kind of funny because in developed countries women tend to be the majority by percent of population, and 'girls only' nights and things like that are on the rise.
