He said indirectly, so i assume he was correlating wealth/standards of living with human rights like you, but the problem with wealth is that you can have countries like Qatar which are new and from conservative muslim regions that are extremely wealthy yet not so progressive. It could be, but gender norms do exist and short hair is the norm for men but not for women. A better comparison is to say, what if the military said that for the sake of equality everyone had to have waist long hair. Many men would be embarrassed to go home or walk around town if they had long plaited hair. I think its easier to get away with long hair for men than short hair for women. They make no attempt to differentiate between a guy who misunderstands a woman during sex and someone who drags another person into an alleyway to forcibly penetrate them between beatings and threats.
