The distinction I'm trying to make is that violent terrorist attacks committed by foreigners (in this case, from Muslim countries) are done because of complex historical and socioeconomic reasons. The rise of jihadi terrorism is an extremely convoluted and multifaceted subject. Populations with with higher rates of poverty will produce greater amounts of criminals than populations that have more resources. It's not a genetic/ethnic factor, it's a socioeconomic one. Why do poor urban communities have gangs? Why do poor rural communities have gangs? How did organized crime develop? How did organized terrorist groups develop?
