Yes a person has a right to not offer something but they do not have the right to threatened somebody. He's not negotiating in this situation he is threatening her. If he was actually negotiating he would discuss relationship itself to find a solution both parties are satisfied with. How is this any different from a boss tell an employee that if they don't sleep with them they will be fired? He is using housing which is an important necessity to force her to have sex with him. You say that that's not forcing that she has a choice not to but you can say the same about the boss situation. The person could just quit get a new job but losing a job could ruin their life and the boss knows this and is using it to force them to have sex. Would you consider that having a choice?
