He's not negotiating in this situation he is threatening her. If he was actually negotiating he would discuss relationship itself to find a solution both parties are satisfied with. Instead is trying to manipulate her into sex that she doesn't consent too by threatening to take her housing away and if she doesn't have another place to go that can lead her to being a dangerous situation. 1	There something I don't think sit well with me regarding coercion in rape case How is this any different from a boss tell an employee that if they don't sleep with them they will be fired? He is using housing which is an important necessity to force her to have sex with him. You say that that's not forcing that she has a choice not to but you can say the same about the boss situation. The person could just quit get a new job but losing a job could ruin their life and the boss knows this and is using it to force them to have sex.
