If you want to talk semantically then yeah circumcision and FGM are the same. But de facto, FGM is much much worse. At least after circumcision the penis is still completely functional/normal. FGM can cause serious, irreversible damage that a woman would have to live with for the rest of her life. They are similar in that they are removing a part of someone's genitals, but they are very different. (This does not take away from circumcision still being unnecessary)
