Fuck that, It's common courtesy to check if there's shit up the inside after the flush. It's easier to clean when it's still wet and you don't leave a smelly surprise for the next person. But yeah, check and perhaps clean, then close!

I'm luckily in the same boat, living in a country where you only own guns for hunting. But even if you were used to guns and people owning them, you'd think people would be more thoughtful on when to use one.

In Denmark a pack is around 40 Kroner, $6.5. I suspect it to be around the same in Sweden. In Norway everything is expensive, but they got shitloads of oil so don't feel sorry for them.
