-44	EU directive on corporate boards includes "where 2 candidates of different sexes are equally qualified, preference must be given to the candidate of the under-represented sex in companies where the target for gender balance is not being achieved". See comments for other info from Irish Times article I think you need to read 1984 again. If two candidates are equally qualified, you hire the one that’s less represented in the company.
