Like, most of their work is to engage with other politicians by negotiating, fighting, voting, etc. Ever heard of "anchoring"? You will always see that with the initial draft of a bill, because the terms are always meant to be negotiated with other politicians. The real work of the politician starts after the bill is drafted. Anyway, if SCOTUS strikes it down, then we are in a situation in which the Texas bill is not allowed to exist.
