In early America all the way up until the 1980s America was definitely a patriarchy. slowly moving away from it but still definitely a patriarchy. It wasn't even until the 1980s that they signed at the equal pay act mandating that men and women be paid the same.. and later on it became a matriarchy. I think a better option is to do what they do with food stamps. I'm not sure what the laws are in Los Angeles but I wouldn't assume they're much different than New York City. In New York City it's very easy to change the gender on your birth certificate.
