Or you could grow a pair of fucking cojones and tell him to get a fucking job if he wants those kinds of luxuries. When I was 16, I got a car, and had to get a job to keep it gassed, insured and so forth. I also had to pay for my OWN luxury services, e.g: iPhone Data (my parents were kind enough to go ahead and pay the $20 extra line out of their own pocket) and Xbox Live (which is only like $65 a year or something, it was $50 for 13 months when I started.
