Part of it has to do with the methods men and women tend to use to kill themselves. Men are more likely to shoot themselves, jump off of things, and drive into stuff. Women are more likely to cut their wrists and OD. Hospitals can handle bleeding and ODs, but not someone who jumped off of a building.

Most rapes are committed the victim's friends and family and polls of those rapists find that that often don't think they did anything wrong. The food voucher is so their family can eat while they are recovering from the circumcision which was done to satisfy the fears of some of the men.
