Controlling for the placebo effect is one reason, but it comes under the larger bracket of confounding factors, as many of which should be controlled for as possible. If taking a baseline measurement was a suitable substitute for a control group, why would anyone use them? You'd be paying for more subjects, paying more staff to monitor them, creating more admin for yourselves, and for what? More importantly, why would scientists bother taking a baseline if they are already using a control group? The reason why is that the baseline data and control group are used for different things. I am however reserving judgement on the regulations until I have read them myself. That said, this study caught my eye for looking somewhat suspect, and it just got worse and worse the more I looked. I know it seems pedantic, but you've got to control for factors like restraining the baby's head and body, placing them in the confined (and possibly noisy) MRI Scanner with a stranger, who fiddles with their bits for the same amount of time using a blunt knife and bell. Basically do everything but snip, to exclude the possibility of any other factors causing the trauma, because a control is not merely a non-treatment group.
