If that were the case, then all deals made from prison would be coerced. If they have no hands, then they can't take care of themselves, and the duty to care for them would lie again on the state. They have to take a class about it before, so they can't pretend to not know the results of their choices (and it is reversible, although expensive) I don't really see how race comes into question in this, especially as the program is offered to inmates of all races. I really don't see the problem with this, especially in the context of men's rights. The program also offers an implant for women, and the operation only takes off 30 days of jail time.
