Honestly it sort of depends on where you're focused on and when. There's almost always been a notion of "women and children first" meaning it's much much tougher to be a man in a time of crisis. It's not necessarily first world countries, any place "developed" enough, or with enough exposure. I read an article about how upwards of 40% of rape accusations in the region I live in were false, committed for revenge or other equally useless reasons.
