Women aren't necessarily the greatest at giving hints tbh, and the average guy isn't going to pick up on subtle flirting if he's not regularly initiated. I'd venture that most men don't actually know they're being hit on, so they assume they are unattractive/incels. Combine that now with the me too movement and I think men in general are less likely to make a move because the risk involved (even if their intentions are fine).
