As far as building contacts, using other social media to advertise SC availability is a good way to start, if you are established elsewhere. Rule of thumb is not to advertise outright. I think it comes down to what expectations you want to set. Immediate responses imply that you will be punctual and are constantly monitoring SC. I practice this a lot.
