While it's quite possible their marketing team is straight up incompetent, I'm gonna play devil's advocate and say they may have went with "Celebrate She" since the "She" is in the middle of the candy bar, so the customer's eyes don't have to travel back to the beginning of the bar and it's more aesthetically pleasing.
