It is an overly simplistic explanation. The more wordy one is that we as a society created these gender roles which little girls and boys were forced to fit into. Because there's a lot more money in STEM fields than nursing. It's not about making sure that the genders are equally represented in terms of earning capacity, because in modern society, money is power. And to have one gender have approximately 33% more influence then the other is a problem.

Safe Walk targets sexual assault specifically when moving between locations. That would fall under the category of "Physical force" in the report you list. At most 9% according to the report fall under that category. Anyways, they're targeted towards women because, on average, women are physically weaker and thus less capable of fending off an attacker. A culture in which you can make the argument that "no doesn't mean no" is what people refer to as a rape culture. "She said no, but she wanted it." And there are two choices in this instance. Either you decide that the victim is responsible for making the non-consent clear, or you decide that the aggressor is responsible for ensuring consent. In the modern judicial system, being declared innocent does not mean that you are innocent. It simply means that there was insufficient evidence to declare you guilty. It is designed this way because it is believed that charging an innocent person with a crime is far worse than letting a guilty person get away with it. Punishing the accuser goes against that principle, unless you have evidence that they themselves are guilty of falsifying the accusation.
