I don't think they're trying to achieve anything. I think they believe its true and get a small kick out of Being Right. That probably is the reason behind most public discourse, rather than people following some thought out plan.

Mean has to be the same, but median can be different. I think the claim is usually that there is greater variability among men which results in a lower median.

They can't really. Some heavy alcoholics can get in that state without seeming very drunk at all for exemple. That's the problem.

How can you be black-out drunk and still standing and making out at a bar? I thought black-out drunk would mean you're on the floor and barely/not conscious? No, black-out drunk means you don't remember events afterwards.

I'm pretty sure no one thinks that. Your exemple doesn't seem to think that either. What there are many people who think is that most or all women could get some guy without a lot of effort. There is a very large difference between some guy, and any guy they want.
