Not exactly, sexual selection is a special case of natural selection and can actually decrease fit to the environment. Standard natural selection is driven by non-mate-choice factors.

Not really, hip fat and thigh fat (esp hip to waist ratio) are two fertility markers as well as being sexually dimorphic characters. Some men are attracted to muscular legs. Some men are attracted to fat thighs. Some men are attracted to skinny legs Pelvic bone width isn’t a fertility marker, btw. Idk I've lived in California (coastal, northern, southern, and central) for 38 years and have been getting catcalled regularly for 23 of those. It definitely happens more in denser areas but if I'm walking alone or with another woman on a busy street about one quarter chance it'll happen. I've definitely considered carrying water balloons or a squirt gun.
