Just being able to look in their eyes and holding it without looking away. When I was practicing I would always wait for them to break eye contact. Now I can gauge the situation more and know when I should look away and when not to. If you are every hitting on a girl or teasing her or giving her a compliment you should never look away first.

I disagree, teasing is a big part of flirting. Arrogance is when you are bragging about yourself and not listening to others. Confidence is knowing that she can walk away at any minute and you will still be fine. Asking for a number is one of the big issues people have with getting with girls. There is no single approach that works with every woman everytime. I think the general advice is to never dump your feelings on someone. And telling someone you like them when you don't even know them can be weird. I think they "Hey, you're cute" can work and isn't a terrible idea but I think words are cheap and actions speak louder.
