Not true. If you witness someone committing a crime, you are allowed to perform a citizen's arrest. If they attempt to flee, they are now resisting arrest. You are allowed to restrain them using all reasonable means until a vehicle arrives to take them to jail. Anything a cop does in reaction to a situation, you can do in the same situation. It's pathetic how few people know their rights.
