My brother is a low-functioning autistic, who has had problems with personal boundaries (e.g. being naked in public, poking chests, etc.) He is never unsupervised in public for this and other reasons. It really is not that hard to teach parents (and the child) to properly clean intact foreskin/head in order to avoid infection (the most common medical reason given for performing circumcisions). I don't think it matters what the complication rate is, whether or not it causes a "wound" vs a "superficial" slash. Absolutely disit is very sad indeed to think a mother would not see the flipside of the coin, that her son could also be taken advantage of. As a woman, I was certainly never instructed on how to be sure a man is consenting, but forewarned about being taken advantage of.
