Sowell is../(was?) smart, but he's one of the most partisan economists I've come across. His books were good beginner econ books but still were painted with an elitist brush I couldn't really handle. If you read any of his recent stuff it's basically Tea-Party policies mixed with some insults and then passed off as economics

I always find it funny when wiki doesn't agree with someone's beliefs and they so easily discredit it. You're referencing that one first sentence of the article, albeit, it's a broad general statement - it's backed up further down the article. DOJ stats have it at 8.3% females (sourced). It says Australia is at 7.9%.. with no source. But I found something very similar with a google search. Start almost halfway down. Yeah I get that, but I highly doubt CPS has the resources to devote that much time to each and every case. Regardless of what we're talking about and whether the stats we're talking about are real, in order to be efficient I think you have to use stats. I mean, I don't watch Criminal minds and it's probably mostly BS but they need to create profiles based on previous data.. doesn't mean they always get it right, but it helps them get it right more often
