If you throw on the chance that maybe they'll get sent to prison because they picked the wrong person out of a line-up that's going to make them a lot more reluctant. If someone gets roofie'd and the details are fuzzy but they think they know who did it, they shouldn't be told not to come forward because their memories might be addled.
