It's not just Portugal. Well, I am not certain about the vaccines and how they effect men and woman here, but I have read that more men are dying statistically than woman here in the us. A lot more. All they can do really is to continue to refuse to be forced to serve. Get some lawsuits going even if they don't make an impact right away. South Korea is the same but now because their are more and more people speaking out against it the south Korean government has or will stop sending them to jail and instead have them do some other service like community service or something.
