They do not; most of the States have gender-neutral language but have not updated the mechanical definition of rape; most often the act of penetrating is legally defined as the rape itself, so being forced to penetrate isn't usually covered under that. Honestly with the way she has framed it in that last slide, one might actually consider the idea that the patriarchy is driven by biology. Especially since being born a man automatically means you are passively contributing to it, and the fact that women are also contributing to it.
