Don't worry about it. English is ambiguous so 'unjustly' can bind to 'gay' or 'bans'. A lot of English humor comes from things that can be interpreted in different ways. It is a much more common phrasing to say 'unjustly bans', but 'bans unjustly' is not incorrect.

We generally have ridiculously long sentences in the US. It isn't that Turner's sentence is inadequate, but that the sentences we're used to seeing handed down, even for minor offenses, are excessive. I would fully believe that Turner's sentence is preferential for the the reasons that have been called out. But we should be moving to sentences more like this for everyone rather than the draconian sentencing we usually see.

In Illinois, where this happened, the statute of limitation is 20 years. The specific guy involved in the financial case here was 33 yo when it ran out. Interestingly, Hastert voted for removing the Federal statute of limitation on child sex cases, but very few of these cases fall under Federal jurisdiction.

It is rising, relative to post-2000, but still less than the era you claimed where it was lower.
