If a boy was born with malignant cancer lump on his penis, we would naturally remove it. The figure we are trying to access is: (expectation value) = (probability of the event occuring) * (how horrible the accident is) They are merely trying to tell people how horrible the accidents are so we can judge better. If the person wants a circumcision when they are 18 they can go get one, that is their choice. However if they reach 18 and decide they do no want to be circumcised (like me) they are SOL.
