You have the same problem as I have had. If you only go to the rapport phase and don't escalate further, the girls will see you as a friend and not as a lover. It also seems like the girls you meet has a lack of both attraction and sexual tension. You always need to keep escalating. I think it would be a great idea for you to learn more about kino escalation and start using that more.
