They might not be emotionally mature but almost all 16 year olds can father/mother a child, so they absolutely are sexually mature. The age of consent is around 16 (or even less) in most countries. It's only America and other prudish places that set it as 18.

If they couldn't consent then raping a 14 year old by force and against their will would be no worse than doing it with them as a willing participant. Clearly this isn't the case.
