The problem with the death penalty is that you can never be 100% certain that someone did the crime. The death penalty is irriversable. Life imprisonment is... kinda... No, the Netherlands has sadly, not a way to not pay child support as the father. If it has not been proven the man is the conciever of the child, and he is not the legal father he is not forced to pay child support. But the mother can issue a court order DNA test and if the result of that test shows you are the father you have to pay child support
