I believe the author was using fines as a tally for penalties. Perhaps the author couldn't find a full list of penalties, so he used fined penalties to tally the list. Perhaps tennis authorities only keep records of fined penalties. Who knows? Not me. But for whatever reason, it does give us a good idea of which gender gets penalized more often.
