It usually means there isn't enough evidence to meet the minimum standards for issuing an arrest warrant/proceeding to an indictment. I definitely don't believe the false reporting percentage is 2% though. I seem to recall the FBI and most groups agreeing it was around 8% a number of years ago and some studies even saying it went as high as 40%.
