Actually that was a good episode. It pokes fun at the issue. There are other interesting cases of it that are less clear cut. Look at the old ww2 platform that was declared a county. Obviously it didn't work out but this was a real life example o declaring sovereignty. The bottom line is, if you don't have a lot of guns, good luck creating a sovergn state. How is claiming to be a sovereign citizen lying? As much as I think it is pointless, it is a little ridiculous that just being born in a country automatically makes me subject to all of the rules of that country, and have to pay taxes even though I might live 40 miles from any city and have very little draw from or involvement in that country. I would say that absolutely they are close enough that it sets the precedence. Generally something like this is weighing the invasiveness of the order and the officers safety. Seeing that they have already ruled that they can force someone out of their car I think rolling down a window would be significantly less invasive.

Don't think you know how the law works buddy. The skateboard is their property, she has no legal backing to take it. By taking it, she is stealing and it is not assault to retrieve your stolen property. She did have the legal right to remove them from the private property, but not steal their belongings. Not really brutality but you don't generally taze people in handcuffs for not cooperating. It all depends on where you live what the guidelines are on their use. Generally, you use the minimum force required to get the job done, she could have been easily moved by hand. If you ask me, they are designed to immobilize someone to reduce threat, not as a dog shock collar to get someone to do what you want them to. They can and have killed people. But I don't really feel bad for her.
