I think the whole point isn't to implement a system that stops this, rather saying that if your carreer profitted due to your sexual acts, you should terminated. I see it as no different than prostitution, they took what can be considered as an amount of money in exchange of sex. As far as I know prostitution is illegal in a lot of countries.
