I'm not going to try to give any legal advice because I don't have direct experience with this situation, but I would contact the courts about barring them from moving until there is a court decision. If you have official 50% custody, she should have to sue for full custody before she can move. If you don't have it down in paper, you need to sue for partial or full custody now

I think they should focus on psychiatric reviews of all rape victims. It would help the victims in the case of actual rape, and shed light on the women crying false rape. Is there any such procedure in place where a shrink takes a look at the motives of a woman making the accusation?

It's a nice thought that its possible to get people to report immediately and get evidence collected, but the great majority of rape victims feel ashamed and guilty. They want to forget it, to tell no one. Even if they tell someone, it's horrifying to think that you'd have to subject yourself to doctor's and police questions, having to give every detail over and over.
