The 20th percentile is getting bottom 75-50%. Which is still medically obese in many cases. To get thin women(top 20%) you'd need to be considerably higher. Probably top 10% minimum. Maybe top 5%. The problem with these studies is they don't separate the top third from the bottom 2/3. While very lucky hourglass shaped women can get away with about 150 at normal height, some women look completely dumpy at anything beyond 120.
