I can give you an example of each. If guy A says "Yeah, I hit 315lbs with deadlift today" The dudes I'm talking about (and you're talking about) will say something to effect of: "Yeah? What I've read is that France's law is about ensuring reliability standards of the lab running the test to ensure that all results are legally admissible. That doesn't make any sense at all. Lots of private labs can conduct testing to a standard that is admissible in court. If that really was they objection, then they would simply allow licensed labs to carry out this kind of service.

In other words, some states still like to make slaves of men who are victims of paternity fraud. The specific legislation by which they accomplish this might rely on legal jargon, but the end result and intent behind it is quite simple indeed.

It's very simple to call a school and ask if so and so graduated from there. For a highschool diploma? I worked in HR for a long time and I have never heard of someone checking on a highschool diploma. They are basically worthless anyway. My advice would be to get an associates degree from a community college and leave your highschool years off of your resume altogether.
