The point is that while he shouldn't have gone to jail in the first place, it just means he should have been found not guilty - he's not been proven to be innocent (which isn't what the court does anyway). What she came forward with was that she was being sexually abused by her stepfather - she insists that she was raped by the cop still. The cop isn't necessarily innocent, however he deserves to go free since they cannot prove without reasonable doubt that he committed the crime. She didn't "make it all up" like the headline says - she lied during one part of her testimony which made the whole thing inadmissible/casts reasonable doubt on the original conviction. She still says she was raped by the cop; the lie in her original testimony means they cannot determine without reasonable doubt that the cop raped her. Given the injuries she had, the conclusion was that the cop had done it. The girl had shown injuries to her genitalia: she'd testified that she'd never had sex prior to being raped by the cop.
