I'm trying to intrigue him about tao te ching and he is meditating. He understands that everything he need's comes from inside and not material. But when it comes to women everything drops in water. Completely different mind and person. He really is a good guy, he's like brother to me. That's why I don't want him to get hurt again. What would be good steps to slowly feed him hints that force him to think about women "the right way"?

Unfortunately (maybe?), there's nothing similar to the place you are describing where I live. Here if you don't have your place the only option is in the car somewhere in middle of nowhere, since lot of girls are still living with there parents.
