I don't know how Florida handles Parenting Plans, but out here in WA State, if both parents AGREE to a parenting plan and submit it to court, it becomes a legally binding document. So technically, in this case, the judge sounds like they're operating on what BOTH (assuming it's the same as WA state) agreed upon previously and submitted to the court.
